Evaluation and Research Officer
Organization Description: Welborn Baptist Foundation is the private foundation created in 1999 from the sale of Welborn Baptist Hospital to St. Mary’s Medical Center, and from additional assets of the hospital. Headquartered in Evansville, IN, the Foundation has provided over $30 million in grants to not-for profit organizations that significantly contribute to community health in a fourteen county area of Southeastern Illinois, Southwestern Indiana and Western Kentucky.

Position Description: The Evaluation and Research Officer provides both the framework and execution of the assessment of Foundation strategic effectiveness, and provides relevant information to the staff, Board of Directors, and community that informs the direction of future grantmaking. As such, this position’s focus lies in two broad areas of expertise: outcomes based evaluation, and secondary research for decision making.

Welborn Baptist Foundation is revamping its annual grant approach to include an increased focus on outcomes based evaluation, including grantee training and the incorporation of common terminology and questioning in its application process and follow-up reporting. The Evaluation and Research Officer will provide strategic input to the overall approach, review prospective evaluation protocols submitted by grant applicants, and provide feedback to applicants for evaluation refinement. For selected large-scale projects that require third-party support, the Officer will be the primary liaison with outside suppliers of evaluation services.

The Evaluation and Research Officer will be asked to review final reports submitted by grantees for learnings from their previously proposed evaluation protocols, and draft summaries for input into future grant applications.

In the area of research for decision making, the Foundation is interested in capturing relevant findings in our target areas of funding, with an eye towards making resource allocation decisions across areas even more outcome focused. The Evaluation and Research Officer will help to turn information into shared knowledge, through surveying published literature in each of the target areas funded, organizing findings in the Foundation’s central database, and identifying emerging trends suggested by the literature.
Finally, the Foundation is periodically involved with community-wide coalitions where we may serve as the fiscal agent for grant funds. The Evaluation and Research Officer will lead the fulfillment of reporting requirements associated with federal and/or state grants for these coalitions, providing the necessary evaluation reporting in the required format and in a timely manner.


Qualifications:
• Master’s degree in program evaluation or related field (e.g., social sciences, philanthropic studies). Coursework should have included evaluation theory, qualitative and quantitative analysis, and research for decision-making.
• Minimum of three years prior experience in conducting outcomes-based program evaluations – design, implementation and supervision- as well as prior experience in federal/state grant reporting of findings
• Demonstrated ability to both understand detailed research terminology and be able to communicate principles and findings to a lay audience
• Proficiency with relevant software applications: at minimum experience with quantitative software such as SPSS or SAS, and with online survey software such as Survey Monkey; experience with a qualitative software package such as NVIVO a plus; Microsoft Office
• Excellent written and verbal communication skills (including presentation skills)
• Previous demonstrated experience in working in a contributory team environment is important; the ability to work independently is also essential

Project Coordinator, move·ment:

The Project Coordinator for move·ment assists the Program Director in the successful implementation of the MAPPS (Media, Access, Point of Purchase/Promotion, Price, and Social Support & Services) strategies in the areas of nutrition and physical activity. This will include execution and successful integration of the CAP (Community Action Plan) plans into the community, working with all identified contractors to ensure timely implementation and deliverables as outlined.

Responsibilities include:

Incumbent functions as the move·ment Project Coordinator for the Communities Putting Prevention to Work (CPPW) program within the Welborn Baptist Foundation. This individual will be responsible for assisting with the coordination, planning, implementation, and evaluation of the CPPW program. Short and long range planning will be done in conjunction with the move·ment Program Director, Leadership Team, the move·ment Collaborative, and State-Community Management Team.

Reports to:

The move·ment Program Director will provide supervision for the Program Coordinator.

Representative duties include:

·         Assists with program development, implementation and evaluation of the CPPW with a particular emphasis on meeting timelines of the CAP within budget.

·         Coordinates work plan and budget, timeline, reporting, and collaborative efforts with partners.

·         Acts as technical consultant to the Leadership Team, the move·ment Collaborative, and additional external partners.

·         Contributes to the State-Community Management Team, as needed, to provide or facilitate the provision of programmatic support and consultation for the successful implementation of the CPPW program.

·         Provides expertise into the drafting, interpretation, dissemination and evaluation of nutrition and physical activity policies, systems and environmental changes in communities and schools.

·         Meets with Director regularly for problem solving, fiscal accountability, and program goal achievement. These meetings determine whether timelines can be met in a timely, accurate manner or need to be revised.

Minimum qualifications:

·         Bachelor’s Degree (Master’s Degree preferred) in Public Health, Public Policy, Urban Planning, or related field

·         Three to five years experience

·         Ability to work independently and in teams

·         Have an interest in healthy communities and leading a healthy lifestyle
